Can't bring up full screen

Having problems. When I boot up my computer, there is only part of the screen usable, the bit on the right The remainder, on the left is showing desk top icons and I cannot bring up top and bottom arrows on such screen as there is. The only way I can operate on a full screen is by pressing F11 and even then I cannot exchange screens.
Can anyone help please
