Strange CPU spikes going on

Hello,

Mostly when I do the lightest type of task on my old PC from 2003, the CPU spikes. I move the wireless mouse around, CPU spikes. Same thing when I run a program. It decides to go and consume 45% to 65% of my CPU for a while. I know it's not the antivirus doing this even though it scans upon every action. It has to be something else. Maybe I have bad RAM. Haven't tested it yet. Maybe PSU not enough power? 400W should be enough even for my nVidia 8x AGP 7300 GT 256 MB. I don't know why it spikes. What I do know is that my CPU just spikes a lot on its own and with my actions as well even though I turned indexing service off. Right now Kaspersky is bothering the CPU. Internet Explorer 8 is a spike magnet. Google Chrome is less of that.

In any case, my CPU spikes from the lightest of tasks. Why? I don't have this happening on my other machines. What is causing this spiking behavior?
