I've about come to my wits end with this issue here, so hopefully someone here with more knowledge then I will be able to help me with solving this problem.
I've been having issues with an extremely unreliable internet connection for the last few weeks. I used to have this issue around the same time last year, and I had a tech guy from my ISP come out and check a few things out. He informed me that the signal my cable was bringing in was too low and needed to be boosted, and installed a booster. I also upgraded to a new modem, a Cisco DPC3010 DOCSIS 3.0 Cable Modem, as I was told it was better then my original Motorolla Surfboard due to having more downstream channels. This seemed to solve the problem; internet returned to being normal, with only a drop here and there maybe every week or so. Certainly nothing to be upset or worried with.
Now about two weeks ago, the problem returned like a plague. It's extremely inconsistent though; I can go for a few hours with no issues, no lag, no dropped connections. Then out of nowhere, it will be dropping left and right, so much so that I can only stay connected to an online server for maybe a few minutes at best, and then with lag and rubber banding galore. I've ha three tech guys out within the last 7 days, and these are the steps that have been taken to remedy the problem.
The first one came out and commented that the signal coming in was too high, and installed a small connnector (sorry, I can't remember the technical term for it) that is supposed to help bring it back into range. We ran a few tests, things seemed fine, and he left.
By the next day the problem was still there and terrible, so I called to have a second guy come out. He told me that the connector on the back of the modem wasn't neccesary, and by rearranging the cables on the booster, we could bring down the single going into the modem. Looking at the modems info page, things looked happy, and he went on his way.
Not even through the full day, the problem persists, and so I wait a day or 2 to make sure it won't clear up. Having not improved in the slightest, I called out yet a 3rd tech guy to come out to our apartment. When he get's here, I explain everything I've been through, so we figured it might be the cable in the walls, which is now probably 20+ years old, if not more. So this tech guy has laid down
entirely new cable to the box at the end of the building. I thought for sure that this would solve my issue, but here I am still, with no luck.
I have done everything I can think of; I've swapped ethernet cables to the computer, I've swapped routers, we've had the new cable laid down, and this problem is still here. This also affects the wireless laptops on our network, so it's not isolated to a single computer. I did a line test at

I've ran some ping tests as well, and this is the result of the latest one:
Packets: Sent = 1626, Recieved = 1486, Lost = 140 (8%)
I'm sure there's more information I'm forgetting and leaving out, so please, if you have any ideas of a course of action, throw some suggestions at me and let me know what info you need.
