restore system window xp

I have several problem with my window xp. I need a system clean or restore system, check and repair system, my plug in unresponsive, registry clean, can't pull up help&support the message I received is helpctr.exe conncetion file missing, the loadlibrary failed to load ieframe.dll , missonfigured system files and I need to reload explorer 8 back on my system.
