Access Denied to USB Drive(s)

HI all,

been a very long time since here.

Have a slight problem.
Desktop machine running Windows 7 x64 Ultimate, won't access USB drives, they appear in windows explorer and disk management, but I cannot open them, I get the error "g: cannot be opened Access Denied"
When they do appear, they are 0 of 0 bytes and it shows the file system (FAT32) but thats it.
I can open them in Safemode
I can open them on other computers running same OS.
tried uninstalling AV

updated all hardware Drivers, MB chipset and BIOS

Attempted to take ownership, can't so because access is denied, so the usual fix of changing permission to 'Everyone' will not work, as I get the same error.
I have gone into the group policy setting and checked the deny access to external drives.
Done the Reg fix of taking ownership, but won't work for a whole drive just a folder.

One thing I have noticed, with the right click and properties, the computer denying access has the security tab, where as the computer where I can access it doesn't have the security tab option. but again this is just a local group policy option??

All accounts are administrator.

I'm kind of at wits end here, I even did a clean install of windows last night to see if that fixed anything, and it worked...until start up this morning where it all just stopped again
