Audio completely gone.

I have searched the net and this forum for several hours, but found no solution.
My audio has suddenly stopped working - also when starting up windows there is no sound.
I have downloaded a driver update program, and updated audio drivers.
Also i have tried disabling all soundeffects under audio enhancements - no luck.
I get an error when i try to play test tone
I have restarted the windows audio service.
I found a fix that seems to work for a lot of people with this issue:

>>Right click "Computer"
>>Click "Manage"
>>Under the "System Tools" section, Double click "Local Users and Groups"
>>Click "Groups"
>>Right click "Administrators"
>>Click "Add to group..."
>>Click "Add"
>>Click "Advanced"
>>Click "Find Now"
>>Double click "Local Service"
>>Click "Ok"
>>"NT Authority\Local Service" should show up in the list now
>>Click "Ok"
>>Close Computer Management and reboot.

but as far as i can tell windows starter doesn't have access to "Local Users and Groups"

Please help - i am at a loss.

I run win 7 starter, 32 bit.
