Old Computer not working

Hi, I got an old computer from my local Gaelic club and it said there was a file missing so it couldn't start. Anyway, I didn't need any of the information so I wiped the computer with DBAN and put a fresh copy of Windows XP on (the computer was meant for XP). It installed and I restarted it and now it just gets past POST and sits at the blinking white line in the top left hand corner forever. I tried getting into setup of BIOS but it does the same thing. I also tried running DBAN again but the same thing happens. No matter what I do, it gets past POST then sits at the blinking white line.

Is it screwed? lol
