peermissions on sub-directories

i am running win7-home prem, sp1. hard disk crashed and was unbotable, rebuilt system with new drive, all fine. used old c:/ drive as slave and was able to view data subdirs. however when i clicked on doc&settings / users it was denied. permissions included admin group. if i upgrade to win7 prof, and create the admin group WILL I BE ABLE To VIEW DATA?
