Dishonored FPS issues.

I have never had problems running newer games before, but Dishonored came as a bit of a shock to me. The graphics are pretty good, but I have a pretty powerful computer, so I expected to get manageable framerates. Alas, I find that my FPS is usually below 10, and I can't figure out why. I change my graphics settings to low, even run it in a lower resolution, but the fps remains unchanged.

Have there been any reports of this and are there any fixes yet?
