Desktop Double Click Fails on icons

Platform is WinXp-SP3. The icons on the desktop ( *.exe only ) fail to open with left mouse button double click. I can open by mouse right click, select open, left button click on open. Checked settings on Control Panel->Folder still enabled for double click. Another item of interest is the wizard for creating shortcuts to the desktop fails with "Unable to create shortcut". And finally the Quick Task menu needs to be manually added, wheres before it automatically loaded in the task bar. Again to open programs in the Quick Task Menu area, right mouse click on icon, select open and left mouse click on open from properties.

- Items checked include verifying Desktop folder exists... double click fails there also
- From command line used "regsvr32 /i shell - MsgBox said all loaded
- In Registry checked .lnk folder and according to what I've read all is ok
- In Registry reviewed .exe folder, again looks fine

Any thoughts or comments are welcomed.
