unable to connect to internet

I have an HP notebook and it says I am connected with my wireless, but I have no internet access.
I have tried to do the CMD CONFIG ALL, but it comes up with a black box so there is nothing for me to cut and paste.
This happens on my daughter's wireless connection as well as at our public library.
