New CPU = Black Screen

CPU Black Screen


Hi all,
I would appreicate any help with my problem with my new cpu upgrade failure. I upgraded from a Intel Core 2 duo 4300@1.8GHz that is on my DELL XPS 210 with motherboard: E210882 with a socket (research told me) 775. I upgraded to a CPU INTEL PENTIUM DESKTOP PROCESSOR E5700 3.0 Ghz. I read it is compatible and i tried to install it, when i turned on the computer there appeared a black screen and a very lound noise coming from the computer(maybe the fan or something). After that, i replaced my old one and it is working again but i think its even slower than before...

So here are the rest of my specs:

Windows:
Vista Ultimate service pack 2.

Graphics Card:
ATI 102 a924 (as it says inside the computer itself...) which apparently is a ATI Radeon X1300 Pro 256mb

MEMORY:
installed Memory: 512MB
Speed:667MHz
DDR2 SDRAM


My BIOS: version 2.2.1 (03/23/07) (i think its dell or something cuz it doesnt say)

Thats a photo of the ticket on it... I think it might be sligtly underpowered...

I am new to this stuff, im just trying to upgrade a lot of things inside the computer so please tell me what would be needed since i dont know... My processor now is way too slow and i was hoping to change the processor and the graphics card so if you could also help with choosing a good graphics card.
I really need help! Thanks
