Ripping my hair out with networking issues

Hi guys, I'm dying here. I'm having multiple problems here I am not sure but I am going to try to give you as much information as I can possible give you. I'll address them accordingly.
1) Frequent internet dropping and low download speeds with multiple or a single computer on network.
-Time seems to be related as I start to load a webpage It starts fast then the speeds slow down very much, World of Warcraft
for example seems to crash the router everything on it will no long work until everything is reset and the wireless usb access point is unplugged.
2) I ran a tracer to the server for the game over time it increased in MS PING time and eventually all of them timed out, Tried on both computers got a similar result.
3) 1 specific computer seems to be causing this because I just recently introduced it into the network and this problem seems to start
4) Router has been reset, IP address has been released and renewed and ports opened on the router with no success.
5) Xbox Live is no longer working unless hardwired directly to the cable modem even if i have 1 Laptop open with the xbox live playing a game cnn will cause the game to lag unbearably.

I have lined all computers up in house and flushed all ip and renewed them all.Ive recorded the IP address's and none are conflicting I have turned the firewall off and still have no result. If I power everything down and try sometime later it may work shortly then fail.

Ea games and battle net are useless,Ive also tried Toms hardware no answers....lost and confused:(:mad::(
