Difficult/ slow/ freeze Internet Connection

Perhaps this is a hardware issue? Not sure, thats why I am requesting help from the experts...Thank You for your time with this problem. I did remote assistance yesterday with AT&T and no problem detected. Connecting to Internet has become hit or miss. This AM, logged in( F8 ) found link for "open last known restore" and now able to access Internet, using Opera browser and 15 minutes later here I am at TSG. While trying to open TSG page in the address bar to the right I see (12/14 elements) and it freezes there, if I hit stop and then refresh it continues, so something seems to be bogging this action down. I tried to do System Restore, can't go back to last month...MBAM says:files missing or corrupt, then asks me to update and can not connect to the server, can not delete from Add/ Remove....Does TSG allow Remote Assistance?

Dell GX 270, Windows XP Pro, Ver 2002, SP3, CPU 3.00GHz, 2.99GHz, 1 GB RAM
