Police Central e-crime Unit

Dear Sir,

I have been infected with Police Central e-crime Unit and cannot use my computer. I have also read and tried to follow up the Ukash virus removal but without any success. here is the summary of what I have tried:

1. boot in safe mode and safe mode with Networking does not work as the virus forces the computer to shut down and reboot.
2. booting safe mode with command prompt works and when checking the regedit value under shell. explorer.exe name has not been changed \
3. tried to load the .iso for kaspersky with the ImgBurn and created a bootable disc. Unfortunetly, the hard disk did not show up to scan it. so I took the HD and used a USB kit to connect it to a clean computer using kaspersky to clean it. It found few viruses but not the Ukash ... cleaned it all when I plugged it back, it had the same problem.
4. tried Microsoft defender and again did not work.
