PC fail to start

After a cold night, I went out to my office in the portacabin and one of my PCs refused to start. It emitted a long beep followed by 2 short ones. I made two or three attempts after leaving the heater on for an hour or so but still no joy. After another couple of attempts, the power supply stopped working all together.

Any ideas please?
